Matthew Magno
Matthew Magno is a Sacramento-based entrepreneur and technology innovator, best known as the founder of JAPA, a smart parking technology company focused on improving urban mobility and efficiency. He serves on the City of Sacramento Mayor’s Tech Council and is the founder of PLASMA, a UC Davis startup incubator supporting early-stage ventures through mentorship, resources, and ecosystem development. Magno’s work bridges entrepreneurship, innovation, and smart city solutions, reflecting a strong commitment to building practical technologies and fostering the next generation of founders.
Jay Song is a veteran technology and public sector leader with more than 25 years of experience advancing enterprise IT strategy and digital transformation initiatives. He previously served as Chief Technology Officer for the California Highway Patrol and Cal Fire, where he led modernization efforts supporting large-scale operations, public safety systems, and mission-critical technology infrastructure. His career spans leadership roles across both government and private industry, with a focus on strengthening organizational resilience, improving system performance, and aligning technology with operational needs.
Pahoua Lor
Pahoua Lor is a Superior Court judge on the Fresno County bench and a trailblazer in California’s judiciary as the first Hmong American woman appointed to the bench. Appointed by Governor Gavin Newsom in 2022, she brings extensive legal experience from her time as a sole practitioner and in public interest law, where she advocated for underserved communities and provided critical legal services. Judge Lor’s career reflects a deep commitment to access to justice, community engagement, and mentorship, and she remains a powerful voice inspiring equity and representation within the legal profession.
